Former Dallas ISD CFO joins SCS to focus on school financings

Former Dallas Independent School District Chief Financial Officer, Dr. James C. Terry, joined Siebert Cisneros Shank in December as a Managing Director to focus on financing school construction, expansion and renovations. Based in the firm’s Dallas office, he specializes in K-12 school construction financing.

As school districts across Texas continue to see significant growth, the need for new construction is greater than ever. As a finance professional and former top school official, Dr. Terry understands Texas’ unique and complicated school finance system. A Certified Public Accountant, as well as an investment banker and a former teacher, Dr. Terry has extensive experience with school finances. He has served as Budgeting Accounting Manager at the San Antonio Federal Credit Union and worked at M.E. Allison Investment Bankers. He also has a PhD in psychology and has taught accounting at the University of Texas at Austin, and St. Mary’s University in San Antonio, among other schools.

Dr. Terry is a Registered Texas School Business Administrator and a Certified Public Funds Investment Manager. He received his BA in psychology from Allegheny College, MA in psychology from Sonoma State University and his PhD from Saybrook University.

He is a founding Board Member and the Treasurer of the Alamo Area Mediators Association and served on the board of the San Antonio Family Mediators Association. He was named the CFO of the Year by the Dallas Business Journal in 2014.
